—誰的全球化?區域整合的贏家與輸家
金恩認為,就政治和經濟而言,西方版本的全球化正接近極限。全球化似乎讓所有船隻都水漲船高,即使某些船隻內部的所得與財富分配愈來愈不平均。金融危機爆發之前,許多西方決策者和經濟學家過於自滿,認為全球的經濟大餅已經增長,卻沒有留心其分配情況。現實是:大部分的經濟收益都由強國與頂尖富人捧走,他們還占了優勢之便不斷累積財富。經濟危機的爆發更顯示全球經濟與市場之間有落差,而且國與國之間有根本的利益衝突。

—孤立主義與保護主義死灰復燃
只要經濟長期衰退,人們就會在失望中探究原因,進而產生孤立心態。英國脫歐、川普高喊「美國優先」當選,顯示西方與全球化的蜜月期已經結束,世界銀行、國際貨幣基金、北約、歐盟等跨國組織已成沉重的政治負擔。全球經濟重心正由西方轉移到東方,加上西方國家遭遇了一連串的困難,使其政治基調產生變化,導致民粹主義和孤立主義的勢力抬頭。

—「我們」與「他們」,排外情緒湧現
收入與財富不平等日益擴大,更加深民眾「不在同一艘船」的感覺,認為外來者會瓜分福利,因此排斥外國人、移民和菁英。政治氛圍愈來愈傾向於保護主義,各國在經濟、財政乃至於軍事上容易爆發全面衝突,全球化的進展遭遇愈來愈嚴峻的考驗。

—全球化浪潮退後,誰坐收漁翁之利?
既然不是人人都能得到好處,這個世界為何不能「去全球化」呢?試想,倘若希臘、義大利、西班牙等國的經濟長期停滯,德國這些強國持續繁榮,歐元就可能無法存續;假使世界強權日漸擁抱民族主義,跨國組織將受到打壓,國際貿易可能崩盤;如果物價礙於央行的措施而逐漸遭到扭曲,資本市場就可能無法發揮功能;毫無效率的資金配置將使得生產及收入雙雙下滑,各國便得付出慘痛代價。

—各國發展環環相扣,沒有人是局外人
最可怕的是,西方民主國家變得只想追求狹隘的自身利益,某些極權國家就會趁機填補空缺。美國經濟長期表現不佳,它既不願、也無力持續擔任領頭羊;但美國退縮之後,全球局勢更加混亂了。未來,歐盟如果瓦解、歐洲分裂,如何抵擋隔壁張牙舞爪的俄羅斯?那些威脅解散北約的人若不能建立可靠的替代機構,如何繼續維護集體利益?國與國之間的糾紛,由誰主持公道仲裁?與其擔憂國內日漸增加的移民,協助那些較貧窮的地區發展經濟,不是更能從根本上解決問題嗎?

—不確定的時代,我們的義務從現在開始
放任贊成孤立與保護主義的思想流竄,當他們的觀點成為主流的那一天,我們就必須面臨黯淡無望的新世界。對此,史帝芬.金恩在本書最後寫了一則寓言:西元2044年,川普的某個女兒成為共和黨候選人,她在演說中強調將繼續奉行孤立主義,禁止外國人進入美國;彼時歐盟已經瓦解,北約不復存在,俄羅斯趁機坐大,中國掌握整個東亞和太平洋,曾經有主權爭議的島嶼都歸它所有。這樣的新世界,是我們樂見的嗎?
