收入與財富不平等日益擴大,更加深民眾「不在同一艘船」的感覺,認為外來者會瓜分福利,因此排斥外國人、移民和菁英。政治氛圍愈來愈傾向於保護主義,各國在經濟、財政乃至於軍事上容易爆發全面衝突,全球化的進展遭遇愈來愈嚴峻的考驗。

—全球化浪潮退後,誰坐收漁翁之利?
既然不是人人都能得到好處,這個世界為何不能「去全球化」呢?試想,倘若希臘、義大利、西班牙等國的經濟長期停滯,德國這些強國持續繁榮,歐元就可能無法存續;假使世界強權日漸擁抱民族主義,跨國組織將受到打壓,國際貿易可能崩盤;如果物價礙於央行的措施而逐漸遭到扭曲,資本市場就可能無法發揮功能;毫無效率的資金配置將使得生產及收入雙雙下滑,各國便得付出慘痛代價。

最可怕的是,西方民主國家變得只想追求狹隘的自身利益,某些極權國家就會趁機填補空缺。美國經濟長期表現不佳,它既不願、也無力持續擔任領頭羊;但美國退縮之後,全球局勢更加混亂了。未來,歐盟如果瓦解、歐洲分裂,如何抵擋隔壁張牙舞爪的俄羅斯?那些威脅解散北約的人若不能建立可靠的替代機構,如何繼續維護集體利益?國與國之間的糾紛,由誰主持公道仲裁?與其擔憂國內日漸增加的移民,協助那些較貧窮的地區發展經濟,不是更能從根本上解決問題嗎?

—不確定的時代,我們的義務從現在開始
