作者馬里奧·巴爾加斯·略薩 (Mario Vargas Llosa),1936年生於秘魯,2010年諾貝爾文學獎得主,他不僅是作家、詩人,有小說、劇本、散文隨筆、詩、文學評論、政論雜文等創作,也曾導演舞臺戲劇、電影和主持廣播電視節目及從政。
《城市與狗》是作者根據自己少年時在軍校學習時的親身經歷寫成的。「城市」是指秘魯社會,「狗」是指軍校學員。作品中鋪陳的是1950年代,作者透過校長的角色塑造,明確指出無論城市的醜惡還是狗的凶殘,其根源都在社會制度、軍事獨裁與腐朽觀念等上。他認為「祕魯社會就是一座大監獄」「人是腐朽社會的犧牲品」,因其尖銳的批判,觸怒當局而被列為禁書,然而之後卻在西文文壇大放異彩,獲獎眾多。
